Re-implement popup menu for flymake

* progmodes/flymake.el (flymake-popup-current-error-menu): Rename
from flymake-display-err-menu-for-current-line. Reimplement.
(flymake-posn-at-point-as-event, flymake-popup-menu)
(flymake-make-emacs-menu): Remove.
